So, do your research. One of the major partners of the County is the Boulder Green Building Guild. Search for a professional for any green project on their very informative & constantly updated website. Member businesses are versed on the Green Points program and how to meet the new City of Boulder code requirements and likely will be approved installers for most any project. While this might disappoint some weekend warriors, the ClimateSmart Loans are meant for bigger projects that will save energy for the life for the loan. Because the loan works as a governmental tax lien on the property until paid off, projects will need to meet specific guidelines of long term savings in measurable energy. All loan applicants will be required to sign a utility bill waiver so that exact monitoring of progress is possible for each project. I think this is the best part of the program. Not only will there be real data (!) but homeowners will be motivated to continue to upgrade with more consciousness about the real savings. Both the city and county plan educational events in the coming months to inform homeowners & professionals about the changes & process moving forward. I look forward to the ongoing dialogue but am poised for the action that will surely follow.
